Rory Starkey serves as a principal of the Firm.
A well respected attorney with 25 years of trial experience, Rory’s practice focuses on civil litigation, consumer finance, personal injury, and contract disputes. Rory litigates before administrative tribunals and local, state and federal courts in the State of Georgia and across the United States. Rory’s practice also includes, but is not limited to, litigation involving the representation of coin-operated amusement machines (“COAMS”) licensees as regulated by the Georgia Lottery Corporation; and litigation involving zoning and land use; licensing and permitting, contract compliance and procurement disputes at the local and state government level. In addition, Rory works on select litigation matters in public safety, criminal law; employment, torts (including premise liability) and construction disputes. On the government side, Rory serves as the Solicitor for the City of Fairburn and provides legal support to varying Georgia local governments.
Rory became a Georgia lawyer and started his own law practice in October of 1993. Rory tried his first case (an armed robbery) in the spring of 1994 and obtained his first of many legal victories. As the Olympics were coming to Atlanta, in the spring of 1995 Rory was persuaded to take a job with the City of Atlanta’s Law Department. Rory served as a Staff Attorney in the City of Atlanta from 1995 until 1999 and a Staff and Senior County Attorney for Fulton County from 1999, until he started The Starkey Law Firm, in 2008. In these positions, Rory worked closely with his government clients on litigation and transactional matters, public safety and police matters, departmental investigations; public works matters; construction litigation; contract compliance and procurement matters, personnel matters and in administrative hearings. That representation also included appellate work. As such, Rory has submitted briefs and/or argued before the Superior Court of Fulton County on Certiorari, the Georgia Court of Appeals, the Georgia Supreme Court, the 11th Circuit Court of Appeals, and the United States Supreme Court. Also, Rory has served as Ethics Counsel for the City of East Point and the City of Brookhaven and he has handled legal matters for the City of Greenville, Georgia; the DeKalb County Attorney’s Office; the Clayton County Attorney’s Office and for the City of East Point.
On a personal note, Rory has been married for 27 years, has three children ranging in age from 17 to 25 and is an active father, community coach and mentor. In addition to his commitment to youth sports, he enjoys hunting, fishing and spending time with his family. Though he calls Atlanta home, Rory has a special place in his heart for his hometown, Miami, Florida and for Roanoke, Virginia as his father’s birthplace and a town where he spent many childhood summers.
